    Enlargement should be seen, first of all, as a transformative process, through which applicant countries learn to adopt and apply the shared Euro-Atlantic values. As the latter provide the very foundation for building up a reliable security architecture in Europe “whole and free”, keeping the doors open is of key significance thereto. In this context, concerning the ex-communist Central and East European countries, the experience acquired thus far teaches us that the preparation process for NATO membership has become a de facto conditio sine qua non for meeting the EU accession criteria.
    Second, after being formally achieved, NATO membership continues to be a crucial factor for the subsequent transformation of the new members’ defense systems, which is one of the key guarantees for the irreversibility of the democratic process.
    That is why NATO expansion is not only positive and hence welcome, but it is the foremost historic duty of all the 28 allies. The expansion momentum must be maintained and the moment should be seized now. Because the window of opportunity, open since the collapse of the Berlin wall, would not remain indefinitely unlocked, especially in the face of the new vulnerabilities and the growing unpredictability of the present-day post Cold war world order.

    En tout cas, dans les balkans, les séquelles du temps de la guerre froide rebondissent par moments sous la forme de petites “guerres chaudes”. Une telle situation est ravivée par des actualités comme celles se rapportant au procès de Karadzic. Les plaies sont encore fraîches sur ces terrains marqués des clivages réligieux et ethniques.
    Les efforts à consentir pour rasséréner l’atmosphère sont encore collossaux et demandent une telle ingéniosité que les armes ne sauront procurer. Ce devrait être un champ d’expérimentation de beaucoup de stratégies qui auront pour points focaux des approches socio-cultruelles et historiques. L’OTAN a vraiement du pain sur la planche sur ce terrain.
    Il me parait que le discours du SG est teinté de regards avertis sur la question lorsqu’il insiste sur les valeurs de liberté, droits humains et tolérance ethnique et religieuse. Devant ces triptyque, la porte de l’OTAN est plutôt entrouverte pour les pays des balkans… à court terme.

    Hello again!

    I’m afraid that there are many things to do in the Balkans in the years to come… Maybe this first real step (a NATO partnership plan for those countries) inside the area will get some new dynamics to the effort of silencing various conflicts that are keeping the area under constant pressure.

    I am Romanian and I know that my country was blessed after the 1989 ‘anti-communist revolution’ (coup de palais!!!) with peace. We could have shared the fait of Yugoslavia… We were fortunate enough in keeping together a country that has many areas populated with other ethnical and religious minorities…

    To hold a door opened – it it is not enough. The NATO are necessary new ideologists. The NATO staff is highly prepared officers and soldiers capable to destroy any terrorist organisation. Whether but it is necessary to think probably to achieve a clear victory only physical destruction. One terrorists and their places perish occupy others.
    Has come to estimate time all in a reality. At the NATO it is a lot of merits before nations of the world. I perceive the NATO as the guarantor of the world and protection of the rights of the people. But all of us we see as to spoil authority of the NATO.И the reason for all that is that the NATO today it more than the organisation, it somewhat as the separate state. But this organisation does not have ideological school among youth. Also it is very important factor it is necessary that youth perceived the NATO as world support.
    The NATO it is more than the organisation………

    Thank You. As a fin I hope that my country could join Nato as full member. Many fins still feel the treat of Russia. Mr Putin has said that Nato is their enemy and it seems that Russia is still planning expansion. Recently they made a law that their troops could go over borders. Nato knows that of course. Serbia has close ties with Russia and shares their nationalism. The road ahead is not easy but Nato stays as the key operator for security in Europe. Sometimes I wonder is there any other.

      I agree on the integration of Bosnia-Herzegovina and Montenegro in NATO as it will increase peace and stability in Balkans.

      I agree with the secretary generals view.NATO has played a crucial role in maintaining peace in Western Europe during the heydays of the cold war,In the current scenario of Global confusion and the rise of Islamic Terrorism,NATO has to play a stabilizing role as being pursued in Afghanistan.
