In general, this means that the number has not been allocated to someone.
However, if you can call that number from other phones but not from your mobile phone, something is amiss.

I just had this happen on my landline, but I was able to call back on my cell…weird! I know the number because it’s my mother’s, and she’s had the same mobile phone for years. I’m not sure why it’s no longer getting through on the landline.
